English:

The first thing we should do is to download the language files. You have a different language file for the Frontend, and a different one for the backend.
For Dutch, they can be downloaded from this link: http://joomla.taalbestand.nl/.

For the Backend, click on the “Admin” link on this page.
For the Frontend, click on the “Site” link on this page.
Save both files in a location on your computer that you can remember.
Close this website, since we don’t need it any more.

Then go to the backend of your “Joomla” site and log in.
Click on the “Extensions” tab at the top of the window and select the “Install / Uninstall” option from the drop-down menu.

In the “FTP Login Details” section enter your FTP information (1).
Then click the “Browse” button (2) and in the “Upload Package File”, select one of the downloaded language files, and click the “Upload & Install file” (3).
If the installation was successful, this will be stated on the page.
Repeat these steps for the second language file, you have downloaded.

We now setup both language files.
Click on the “Extensions” tab in the “Menu bar” and select the “Language Manager”option.

In the “Language Manager”, we have two links.
One for the “Site” and one for the “Administrator”.
We will start with “Site”, but it does not matter which one you select first.
Select the language of your choice from the list, and click on the “Default” button. This will make the language you’ve chosen as the default language for the frontend.
Do the same thing for “Administrator”. This will also make the language you’ve chosen as the default language for the backend.

You will now see that the language has changed to the language you’ve chosen. The buttons in the “Menu bar” also change to the chosen language.

Click on the “Site” tab in the “Menu bar” and select “Control Panel” from the drop-down menu.
You can see that the text under the icons, is also in the language you’ve selected.
The same thing holds good for the frontend.
The text which was entered, as content for the page, remains in the language in which it was written.

You can switch back to the English version at any time. If you do this, the default language is again changed English.

Awesome!
